The minimum requirement is a mirror on the driver's side.
depends on the make and model of your vehicle, for example, I have a Ford 1951, which do not come with seat belts and I wear a belt. If your car came with factory mirrors are likely to be translated into a policeman, who quote for them. not to mention the need for security.
